Dr. El. Mallakh 's book discusses the dramatic transformation of Kuwait in 1950's from a small town of trade carriers ,fisherman and Bedouins to a modern welfare State ,which for several years had the distinction of having the highest per capita income in the world. It is amongst the most interesting success stories of the postwar period. Its interest derives from (i) the purposeful manner in which the immense oil wealth has been used for the welfare of the local population and to create infrastructure of a modern State (ii) the experience of rapid development in a traditional society and under an extremely hospitable physical environment (iii) the opportunities and problems for the further growth resulting from the rapid development.
